It's around this time of the early 2000's world wide web that candid websites begin to popup. Shots taken by photographers of women in the streets begins to gain popularity and with the technology of the internet advancing it is now easier to upload these shots to a website or forum for mass viewing.
Starting in the late 90's there are several niche sites featuring pictures of candid female butts, with jeans, tight leather or other styles of pants being appreciated. Building on these earlier candid sites and with the emergence in popularity of thong underwear, whale tail pictures begin to become more and more common on these candid forums.
